*NOTE* This CL will break the Android bots as they are built in a
Chromium checkout, which will pull in old libvpx DEPS. They will

rolls in this order becuase we have to land webrtc and libvpx at
the same time into Chromium.

AppRTCDemo was blocking the main thread for network requests. This fixes it by making the background queue serial instead of using @synchronize to make the background operations serial.
