Drop buildbot_tests.py script
This is no longer used since the buildbots have moved over to recipes (where these arguments are configured). See https://code.google.com/p/chromium/codesearch#chromium/tools/build/scripts/slave/recipe_modules/webrtc/api.py&l=73 for details.
