Dr. Stephen Henson 0b948f3677 New cipher "strength" FIPS which specifies that a 
cipher suite is FIPS compatible.

New cipherstring "FIPS" is all FIPS compatible ciphersuites except eNULL.

Only allow FIPS ciphersuites in FIPS mode.
