The macros WEBRTC_SPL_ADD_SAT_W16 and WEBRTC_SPL_ADD_SAT_W32 make direct use of the corresponding functions WebRtcSpl_AddSatW16() and WebRtcSpl_AddSatW32().
This CL replaces these macros in the code.
