Initialize sctp_paddrparams in OpenSctpSocket().

Addresses 'use-of-uninitialized-value' detected with MemorySanitizer.
params.spp_address.sa_family was used without being initialized before
when calling usrsctp_setsockopt with SCTP_PEER_ADDR_PARAMS.
