Enabling NetEQ unittest for more platforms

Removing platform limitations for NetEqDecodingTest:TestBitExactness
and NetEqDecodingTest:TestNetworkStatistics. New reference files
where provided in revision 6 of the resources, which allows us
to enable these tests.

TEST=neteq_unittests linux32/64, win32/64, mac32
