Add third_party dependencies to svn:ignore

Adding the following directories to svn:ignore:
* third_party\clang_format
* third_party\syzygy
* third_party\usrsctp

Also fixing the:
* third_party\winsdk_samples\src
since the previous ignore configuration for
it didn't have any effect.
