08e38f0 VP8 for ARMv8 by using NEON intrinsics 14
the intrinsics currently pass.

used to wrap API functions to ensure full environment consistency as
opposed to the renamed ASM_REGISTER_STATE_CHECK which is used with
assembly functions.
currently checks the FPU tag word in x86/x86_64 gcc builds to ensure
emms has been called.

Neon code unit test is failing now due to save/restore neon register
operations are not done inside this function, but outside of it. Disable
it now until VP8 neon code get cleaned up.

Replace DECLARE_ALIGNED_ with vpx_memalign()
DECLARE_ALIGNED (__declspec(align())) does not work as intended when
used on class data members:
Data in classes or structures is aligned within the class or structure
at the minimum of its natural alignment and the current packing setting
(from #pragma pack or the /Zp compiler option)

This unit test tests vp8_sixtap_predict function against preset
data and random generated data. The test against preset data
checks the correctness of the functions, and the test against
random data checks if the optimized six-tap predictor functions
generate matching result as the c functions. It tests the
following functions:
