6965bde4e0 Revert "third_party: Roll libwebm snapshot." 
This reverts commit 31b975713c. It breaks
the VS10_x64 and VS11_ARM builds.

758fc662b2 Revert "third_party: Roll libwebm snapshot." 
This reverts commit 74aaa2389e. Unstable
under valgrind because of uninitialized reads. Limiting the bad bisect range.
