e9b586e21b Removal of legacy zbin_extra / zbin_oq_value. 
zbin extra / zbin_oq_value was widely passed around,
hence removal touches a lot of code.

c42715b721 Enable ssse3 version of vp9_fdct8x8_quant 
It improves the speed performance of vp9_fdct8x8_quant_sse2 by
about 5%.
