There were a number of compiler warnings:
1. int16_t to uint8_t in recon_intra.c;
2. double to float conversions in psnrhvs.c
3. intptr_t to int in quantize.c
4. size_t to int32_t in decoder.c

Coding efficiency: derflr +1.601%; hevchr +1.895%
Speed: Encoder slowed down by ~75%

Remove MISC_FIXES flags except for the changes on MV precision, which
has a 0.1% performance drop.
On derflr, the impact is -0.012%.

This is identical to what the tile size does for the last tile. See
issue 1042 (which covers generalizing the superframe/tile concepts).
