382739a1ca Add back libmkv ebml writer files. 
Another project in ChromeOS is using these files. To make libvpx
rolls simpler, add these files back unitl the other project removes
the dependency.

crbug.com/387246 tracking bug to remove dependency.

0907cb6b4c Removing unused third-party libraries. 
We use libwebm instead of libmkv and nestegg.
