a36017e007 Enable 8x8 skin detection for vp8. 
If 2 or more 8x8 blocks are identified as skin, the macroblock will be
labeled as skin.

98666368ee rename vp8/common/skin_detection.[hc] -> vp8_* 
some build systems have trouble with duplicate basenames.
vpx_dsp/skin_detection.[hc] were added in:
658e85425 Merge skin detection code in vp8/9.
