If --enable-ext-partition is used at build time, the superblock size
(sometimes also referred to as coding unit (CU) size) is extended to
128x128 pixels.

This commit replaces the vp8_ prefixed subtract function with the
common vpx_subtract_block function. It removes redundant SIMD
optimization codes and unit tests.

used to wrap API functions to ensure full environment consistency as
opposed to the renamed ASM_REGISTER_STATE_CHECK which is used with
assembly functions.
currently checks the FPU tag word in x86/x86_64 gcc builds to ensure
emms has been called.
