If test files don't already exist it calls aomenc to create them.

Adding AV1 input files to the test set is not feasible because the
bitstream is in constant flux. Add test input encoding and hook
it up in simple_decoder.sh to start.

Specifying the --prefix command line arg executes all test programs within the
context of the prefix string, which is assigned to VPX_TEST_PREFIX.
All test functions updated to include VPX_TEST_PREFIX in their eval command.
