Removed #if CONFIG_I8X8

This commit removed the macro CONFIG_I8X8, which was used to indicate the 8x8 intra prediction experiment, made the change fully merged in. Change-Id: Iafa4443781ce6e83f5591c12ba615a0e92ce0ea0
