Add initial keyframe tests
Implements a couple simple tests of the encoder API using the gtest framework: TestDisableKeyframes TestForceKeyframe TestKeyframeMaxDistance Change-Id: I38e93fe242fbeb30bb11b23ac12de8ddc291a28d
