Move dequant table from VP9_COMMON to VP9_COMP as decoder
does not need it any more. This reduces VP9_COMMON size from 25776 bytes to 17584 bytes(~31%). Change-Id: Ic5daea732ccefb6d512b048af7983f0efe08589b
