vp8 error concealment: remove unused variables

Browse Source 
vp8_conceal_corrupt_mb is an empty function. Remove it entirely.

Cleans up -Wextra warnings:
unused parameter 'mi_stride' [-Wunused-parameter]
unused parameter 'xd' [-Wunused-parameter]
