travis-doxygen.sh: upgrade to Doxygen 1.8.13

* Upgrade to the latest Doxygen version 1.8.13
 * Drop unused variable DOXYGEN_BIN
 * Reenable --single-branch (travis-ci/travis-ci#5225 is closed)
