Merge cmake changes from develop (#2504)
* Increase PostgreSQL version number

* Take changes from develop for Define Platform Specific cmake

* Take changes from develop for find MySQL modul

* Improve to find ODBC on windows

* Enable 64-bit build on AppVeyor
