GitConfigure: no more 'no-symlinks'
util/bat.sh, util/mk1mf.pl, util/pl/VC-32.pl, util/pl/unix.pl:
- Remove all uses of EXHEADER.
That includes removing the use if INC_D and INCO_D.
- Replace the check for TEST with a check for [A-Z0-9_]*TEST.
