Geoff Thorpe f156d5495d "handle", "h" and even "e" were probably not the best terms to use. The

original idea of "handle" was that it represented a functional reference
to an ENGINE (rather than just a pointer), but on reflection I think
this now looks a little more readable.

The stuff in here is based on patches supplied to me by
Steven Schoch <schoch@sheba.arc.nasa.gov> to do DSS.
I have since modified a them a little but a debt of gratitude
is due for doing the initial work.
