UPnP Low Power support

Adding two new functions (UpnpSendAdvertisementLowPower and
UpnpUnRegisterRootDeviceLowPower) which can be used to specify values
for the three SSDP headers defined by UPnP Low Power. Those headers are
Powerstate, SleepPeriod and RegistrationState.
