Guillem Jover 01f146c28e build: Handle the ChangeLog as a distributed-only file

The ChangeLog file is distributed, and cannot be regenerated outside
of the git repository, so do not remove it in DISTCLEANFILES, and move
the generation code into dist-hook, which also avoids unnecessary
computation during normal builds.

libbsd - Utility functions from BSD systems

This library provides useful functions commonly found on BSD systems,
and lacking on others like GNU systems, thus making it easier to port
projects with strong BSD origins, without needing to embed the same
code over and over again on each project.
