Stefano Sabatini 48d116400c lavfi: add framestep filter
This filter is inspired upon libmpcodecs/vf_framestep.c, by Daniele
Forghieri.

Only-keyframe output is not supported, since that feature can be achieved
through the more versatile select filter.
