Mans Rullgard. Value at the right side is 16 bit length signed.
We can not know for sure that short is in fact 16 bits, even if
this virtually always is the case.

Should not change anything for PPC, the autodetection is currently pointless due
to other code being compiled with -maltivec as well (and detection for OSX and
AmigaOS remains in place).
SPARC binaries built with VIS support can now only run on systems with VIS.

they were also wrong if the average framerate was smaller than 1/timebase

the primary reason for this change is that previously MC up to 1/4 pel
matched H.264 exactly and that increases the risk of stumbling over
patents
secondly this allows 0.10 db or more quality gain by choosing a longer
filter and the filter could also be chosen optimally for each frame
though that of course would cause speed loss at the decoder and encoder
side ...
