The constant may change in libavutil but the library may be compiled
against an older version, thus rejecting a value which is otherwise
supported by the new libavutil.
INT_MAX is used here to denote the max allowed value for a sample format.
The opt-test code is changed to provide a valid reference example.

We have a qemu based fate alpha client. And various failures
on alpha have previously pointed to issues in generic C code.
Thus IMHO it makes sense to keep alpha code as long as someone
is willing to do the little bit of maintaince it needs

XvMC has long ago been superseded by newer acceleration APIs, such as
VDPAU, and few downstreams still support it. Furthermore XvMC is not
implemented within the hwaccel framework, but requires its own specific
code in the MPEG-1/2 decoder, which is a maintenance burden.

This can be optionally disabled whith the "output_corrupt" flags
option. When in "output_corrupt" mode, incomplete frames are
signalled through AVFrame.flags FRAME_FLAG_INCOMPLETE_FRAME.

The flag was and is intended to be a sane default and thus does not enable
time consuming checks. This also matches how the flag is used in decoders and
demuxers.

For codecs where decoding of a whole plane can simply
be skipped, we should offer applications to not decode
alpha for better performance (ca. 30% less CPU usage
and 40% reduced memory bandwidth).
It also means applications do not need to implement support
(even if it is rather simple) for YUVA formats in order to be
able to play these files.

The options table is used in tools built by the host compiler and the
deprecation macros pull in bits that are not safe to use if host and
target compiler differ.

This change requires the user to specify min and max value, and makes
possible to prevent the user to set AV_{SAMPLE,PIX}_FMT_NONE if
forbidden.
Add required ifdeffery in case of mixed libraries, when libavutil is
updated but not the other libraries.
This is a followup of 08d0969c14.
Use the i64 field rather than the string value. Using a string to set a
default sample/pixel format is weird, also the new interface is more
consistent with the rest of the API.
This is technically an API break, but hopefully there are no applications
using this feature outside of FFmpeg. In order to save backward
compatibility with mixed libraries in case libavutil is updated but not
the other libraries, some ifdeffery hacks are added.
Note that the version check is only performed when class->version != 0,
since if it is not defined then we assume that no version was defined and
the class is not affected by the change.
We will luckily get rid of the hack at the next major bump.

Since it is declared as a string AVOption, the generic freeing code
attempts to free it on codec close. Some codecs might have already freed
it elsewhere (or didn't even allocate it with av_malloc() in the first
place), so this might lead to an invalid free.
There is no point in having this field accessible as an AVOption, so
remove it from the options table.

These functions are not faster than other mmx implementations on
any hardware I have been able to test on, and they are horribly
inaccurate. There is thus no reason to ever use them.

Its documentation states that it is allocated/freed by the caller, but
it is declared as an AV_OPT_TYPE_STRING AVOption. Since
367732832f the AVOptions system frees
strings automatically. This can be considered an API break, since it
won't work when the caller doesn't use av_malloc() to allocate the
memory or wants to use the string after closing the codec.
Since there is not much value in this field being an AVOption, the best
solution is to remove it from the options table.

The new lowres support is limited to decoders where lowres decoding
is possible in high quality.
I was not able to measure any speed difference, but if one is found
the 2-3 lines that might affect speed can be made compile time conditional
