Returning 0 may result in an infinite loop in valid calling programs. A
decoder should never return 0 without producing any output.

Now, nellymoserenc and aacenc no longer depends on dsputil. Independent
of this patch, wmaprodec also does not depend on dsputil, so I removed
it from there also.
