ba90f93852 Backport AAC-HE v2 from trunk 
This patch has seen testing for a couple of weeks in ubuntu maverick and debian/experimental w/o negative feedback so far.

84dc2d8afa Remove DECLARE_ALIGNED_{8,16} macros 
These macros are redundant.  All uses are replaced with the generic
DECLARE_ALIGNED macro instead.
