Elliott Hughes a210cae724 Switch to upstream NetBSD nsap_addr.c.

These symbols should be public (and Firefox uses them), and we'd also probably
rather have the upstream thread-safe implementation.

This directory contains upstream NetBSD source. You should not edit these
files directly. Make fixes upstream and then pull down the new version of
the file.

TODO: write a script to make this process automated.
