Elliott Hughes 906eb9999b Update localtime.c. ...

This brings us closer to upstream's ToT localtime.c; our main interest
being their alternative fix for the stack usage we addressed in commit
8a8b0c9bfcd80c67154ed2aca1e60d815c822acb.
