Replace uses of sprintf(3) with snprintf(3).
...
At -00, the compiler warns about sprintf(3), and it is promoted to an
error by -Werror.

Moved nameser.h and namser_compat.h to public include dir
...
This is part of the upstream sync (Net/Open/Free BSDs expose the
nameser.h in their public headers).
